HDO HF is a public service provider with main responsibility for the Operation and Management of control room solutions and radio terminals used in the Norwegian Health services connected to the Norwegian emergency public safety network (Nødnett) and related services.

At present HDO operates 189 various Control Rooms spread across the whole country for General Practitioners On Call Central (GPOC-Central), Emergency Medical Communication Centres (EMCC) and Accident and Emergency Departments (AED) at hospitals, and radio terminals used in the health services e.g. ambulances, air-ambulances and personnel on call in municipal health services, hospitals etc.
