The health-care sector's users of the Nødnett are obliged to demonstrate a certain level of competence in order to use the related equipment.

HDO's central education department develop, maintain, and deliver courses and other training sessions for the Local Instructors throughout Norway.  In turn, these Local Instructors perform the necessary end-user training to the operators and users in the Control Rooms.
